The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete.

The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose

Serves as a technical expert in Solutions Architecture for the Chief Information Office (CIO organization; develops standards, processes and policies for technology solutions for a specific technology area and collaborates cross-functionally to develop and implement solutions based on business requirements and infrastructure.

DUTIES AND RESPONSIBILITIES

 

1. Develops and implements solutions architecture for assigned business units; collaborates, advises, and assists USPS IT

 

functional groups with defining, documenting, and implementing solutions aligned with a Microservices/Service Oriented Architecture (SOA) for a specific IT area.

 

2. Creates and ensures communication of IT Solutions standards that define repeatable solutions and collates information related to existing solutions for defined areas. Defined areas include software frameworks and technologies, servers and storage, virtualization, network, security, high availability, enterprise infrastructure monitoring, and architecting for application resiliency to provide highly available web-scale systems.

 

3. Collaborates with team to identify training and development needs in support of IT solutions standards; reviews publications of related materials are disseminated to the intended audience.

 

4. Collaborates and interfaces with vendors to ensure standard architectures are adhered to and implemented for projects within a specific technology area.

 

5. Collaborates with systems professionals on the design, develop, implement, support, and maintain business information systems.

 

6. Ensures compliance and governance of proposed technology solutions (e.g., applications, systems) with established USPS technology standards, policies, processes, and industry best practices.

 

7. Analyzes the technology industry and market trends relating to technology solutions to determine potential impact for specific technology area; collaborates with team to inform recommendations to capitalize on trends and best industry practice.

 

8. Provides guidance and assistance to systems professionals regarding the use and maintenance of information technology systems and applications; uses problem solving techniques to identify, troubleshoot, and resolve obstacles impeding performance of informational systems and applications.

Requirements

 

1. Knowledge of business information systems, development methods, procedures, standards and techniques.

 

2. Ability to coordinate strategies, policies, procedures, and standards to ensure adherence to the technology standards for a functional area

3. Ability to use problem solving techniques sufficient to respond and assist IT development teams and service providers in problem resolution.

4. Ability to communicate orally and in writing to deliver briefings and present complex data in visual, understandable, and compelling ways

5. Ability to analyze, and evaluate existing business systems, architecture, and procedures sufficient to develop business requirements.

6. Ability to extract pertinent information, identify key trends, and present the information in a clear and concise method, utilizing word processing, spreadsheet and presentation software to create documents, reports and presentations for a varied audience.

7. 2 years of experience developing and integrating business solutions from requirements into enterprise-wide architecture such as defining solutions, technical system configurations, and cost estimates.

8. EDUCATION/EXPERIENCE REQUIREMENT: Possession of a Bachelor's degree in one of the following fields: Information Technology, Software Engineering, or a closely related field from an accredited college or university by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education; or 4 years of professional Information Technology experience in software engineering.
