Job Summary/Objective:

The Quality Assurance Specialist plays a vital role in ensuring the accuracy, consistency, and integrity of benefit program operations within the Department of Social Services. Responsible for conducting thorough reviews, audits, and analyses of casework and program data to confirm compliance with federal, state, and local regulations, as well as agency policies and procedures for all benefit programs including but not limited to SNAP, Medicaid, TANF, Energy Assistance, RCA and Child Care Assistance. Collaborates with team members across all divisions to identify strengths, address areas for improvement, and support best practices that promote equitable access to services. Performs as a role model for the values of the County and department, and inspires others to embrace the values, vision, and goals of the County and department. Articulates, supports and applies high-performance practices (continual quality and service improvements, participatory involvement, teamwork, data collection, and analysis) of the department. Supports the development of staff by mentoring, coaching, and providing one-to-one or group learning.

None.

Essential Functions:

  • Responsible for maintaining the integrity of public assistance programs through the planning coordinating and conducting of case reviews, error tracking and policy implementation.

  • Responsible for gathering, analyzing, and preparing reports on program performance, identifying trends, strengths and areas for improvement.

  • Provides clear, constructive feedback to staff and supervisors to support continuous improvement in service delivery.

  • Collaborates with supervisors, senior workers and other team members to develop and implement corrective action plans when needed.

  • Maintains up-to-date knowledge of program requirements, policy changes and quality assurance standards for all benefit programs to align with state and federal guidelines.

  • Prepares reports, maintains case review records, and error tracking as required.

  • Develops innovative approaches in meeting those needs while establishing and maintaining effective working relationships with both internal and external customers.

  • Provides supervisors with information about unit's performance; may provide input into job performance evaluations;

  • Performs other related and essential functions as required.


Competency: Knowledge/ Skills/Abilities:

  • Extensive knowledge of all benefit programs and their policies (SNAP, TANF, VIEW, Medicaid, Childcare Assistance, RCA and Energy), rules of eligibility, change reporting requirements, and required documentation to identify and report on case processing errors;

  • Proficiency in Quality Control review policies and procedures;

  • Excellent investigatory and analytical skills;

  • High level of attention to detail;

  • Ability to analyze facts and policy accurately;

  • Ability to exercise sound judgment in arriving at conclusions;

  • Skill in analyzing and interpreting statistical data;

  • Ability to communicate and establish effective working relationships with clients, coworkers, other professional and technical staff, and state/ local agencies;

  • Ability to prepare clear and concise reports;

  • Ability to communicate complex ideas effectively, orally and in writing;

  • Ability to make sound judgments, and decisions in difficult situations;

  • Ability to organize and manage own work schedule;

  • Ability to plan, manage, coordinate and prioritize multiple and varied activities and projects;

  • A high degree of computer skills;


Required Qualifications:

  • High School Diploma;

  • Minimum of 2 years of eligibility work experience;

  • Working knowledge of computer systems and standard office software to include the state Department of Social Services human services systems.


Preferred Qualifications/Certifications:

  • Considerable knowledge in policy and guidelines in the area Benefit Programs, i.e. SNAP, TANF, Medical Assistance, Energy Assistance, RCA, VIEW, Child Care Assistance.

  • 3-5 years of progressively complex professional level work in the public assistance areas

  • Experience working in the automated systems for Benefit Programs in Virginia.

  • Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Physical and Mental Requirements:

  • Work typically in an office setting and/or telework environment;

  • Involves frequent walking or standing and light lifting;

  • Regular operation of office equipment and occasional operation of vehicles;


Special Requirements:

  • Workers in this position are required to drive and they must meet the eligibility requirements of the County’s safe driver policy. Workers must be willing to travel occasionally overnight and may be required to manage emergency shelters for the public. The candidate may be subject to criminal history and central registry background checks.


Remote Work:

  • This position is eligible for remote work. All County Staff must maintain residence within the Commonwealth of Virginia.
